Investigators say they can’t “conclusively determine” whether Virginia Governor Ralph Northam took part in a racist photograph that appears on his medical school yearbook page.

In a 36-page report, investigators say no one they interviewed could personally recall if Northam is in the photograph, which shows a person in a KKK costume and a person wearing blackface.

When the photo surfaced back in January, Northam first apologized for the photo but later denied that it was him. He did admit to wearing blackface once while impersonating Michael Jackson in a dance contest.
