Yes, Sen. Mitch McConnell, the Obama administration did leave a ‘playbook’ in the event of a pandemic.

PBS reports that, soon after the Senate Majority Leader made the comments, former members of the previous administration tweeted out links. Including former White House Ebola response coordinator Ronald Klain, who shared a document titled, “Playbook for Early Response to High-Consequence Emerging Infectious Disease Threats and Biological Incidents.” ‘Novel Coronavirus’ was specifically listed.

According to Nicole Lurie, former DHHS assistant secretary for preparedness and response, tabletop exercises were carried out during the presidential transition period and the Trump administration even ran one called “Crimson Contagion” in 2019.

A spokesperson for McConnell says that the economic impact is unprecedented and there was no playbook for it.
